Prime Management
For over 20 years Mr. Glasgow has been involved with the Prime Management group of companies, acting as President for its operating and investment entities for the past 10 years. Mr. Glasgow has a broad operating and investment background, including experience in education, telecommunications, cable TV, and as a partner in several venture capital funds. Mr. Glasgow graduated Magna Cum Laude from Vanderbilt University in 1981 and received his MBA from the University of Texas in 1985.
Lori Fey, Secretary
Lori is a Portfolio Director of Policy Initiatives at the Michael and Susan Dell Foundation, in Austin. She is responsible for the foundation's Texas education investments and was a key facilitator of the campaign to create TCSA. Fey joined the Michael & Susan Dell Foundation in June 2003 as the foundation’s first grant officer. Prior to joining the Foundation, Ms. Fey worked extensively in the nonprofit and public sectors, including nonprofit management and fund-raising consulting as well as self-insurance administration and insurance regulation. She holds a Bachelor of Business Administration in Finance from The University of Texas at Austin.
Chuck Cook, Treasurer
Chuck is the Chief Executive Officer of Responsive Education Solutions (RES) in Dallas, the state's largest charter management organization. Cook was a founder of Charter CHOICE, a grassroots coalition of charter schools heavily involved in state advocacy. He leads a 32-campus organization with more than 3000 students, primarily in metropolitan areas of the state. RES schools include Premier High Schools, Vista Academies, and iSchool High, a math, science, technology, and engineering academy.
Chris Barbic
Chris is the founder and Head of YES Prep Public Schools in Houston and a founding member of the Texas Charter Coalition and TEACH, two advocacy coalitions involved in previous legislative sessions. Barbic graduated from Vanderbilt University in 1992, with a bachelor’s degree in English and Human Development. Upon graduation, he joined Teach For America and taught for six years in Houston ISD. In 1995, Chris earned Houston ISD’s Outstanding Young Educator, an award given to the district’s best teacher under the age of 29. In 1995, he and a small group of dedicated parents and teachers began Project YES, a middle school charter program in Rusk Elementary.
Charmaine Constantine
Charmaine is a native of Trinidad and Tobago and is the Director of SER-Niños Charter School. She has 22 years of public school experience with extensive teaching and administrative experience and training. She currently serves on the board of the Alief Montessori Charter School and was a founding board member of the Association of Charter Educators. Her degrees include a Bachelor's in Business Administration and a Master's in Education, both from University of Houston.
Christi Martin
Christi Martin is the Senior Program Officer for the College Readiness team at the Bill & Melinda Gates Foundation. Prior to joining the foundation, she served as Senior Advisor to the Commissioner of Education. She earned a law degree from the University of Texas School of Law (1992) and an MA and BA in political science from the University of Houston (1989 and 1987, respectively).
David Ray
David is Superintendent/Principal of St Anthony School, a Charter School located in South Dallas. Mr. Ray came to St Anthony from Preston Hollow Elementary within the Dallas Independent School system, where he taught for 10 years. St Anthony has moved from academically acceptable to recognized during his tenure. He received his bachelor degree in accounting from Angelo State University in San Angelo, Texas and obtained his MBA from New Hampshire College.
Bruce Rockstroh
Bruce has 22 years of experience in private and public schools (the last nine leading charters) and is currently the Superintendent of the John H. Wood, Jr. Public Charter District. John Wood Charter has five campuses in four cities (San Antonio, San Marcos, Granbury, and Rockdale) serving students in both residential treatment centers and juvenile detention centers. Bruce received his BA from Texas Lutheran University, MA from the University of Texas at San Antonio, and is completing his EdD from Seton Hall University.
Arturo Suarez
Arturo is the Executive Director of Positive Solutions Charter High School in San Antonio Texas and the current President of the Association of Charter Education (ACE) of Texas. ACE was the first association of charter schools in the state. Positive Solutions was founded in 1998 and serves students who have not found success in traditional public schools. Suarez has been instrumental in the development of TCSA, and worked to build support for the new organization through South Texas.
Cheryl Washington
Cheryl Washington is the Founder/CEO of Shekinah Learning Institute and Legacy Educational Foundation. She presently oversees the operations of 15 charter schools across Texas and The Shekinah Special Education Coop. In her career, she has served in various public school systems internationally, nationally, and as an adjunct college instructor. She has earned a BS Degree (1978), MA in Special Education (1995), MS in Management (1982), PhDs in Philosophy of Psychology and Organization and Management ( 2000-2010) and earned several awards and accommodations in education. |
