Training Requirements

Following are general descriptions of the annual training requirements and exemptions for charter holder and/or charter school Governing Boards, Executives, Campus Administrators, Business Managers, and Certified Classroom Teachers as detailed in the Texas Administrative Code. This information aims to provide charter leaders with a clearer understanding of all training requirements and deadlines.

It is crucial that all charter leaders fulfill all training requirements on time and to keep full documentation of compliance so that charter schools are prepared to disclose this information during each annual audit.

TCSA staff members are TEA registered providers and are qualified instructors for all the following training.

Governing Board of Directors

All new members of charter holder and/or charter school governing boards must complete a total of 12 hours of board training provided by a TEA registered trainer within their first year of service. Returning members who have completed the 12 hour training requirement within their first year of service need to complete only six hours of training in their second and subsequent years. The training is broken down into the following seven modules.

New Board Members

Training module required breakdown (in minutes)

  • School Law - 150
  • School Finance - 60
  • Health and Safety - 30
  • Accountability (Public Funds) - 120
  • Accountability (Other) - 60
  • Open Meetings - 60
  • Public Records - 60

Plus - 180 Minutes of expanded or additional training in modules (1-7)

Total: 12 hours or 720 minutes

Returning Board Members

Returning Board Members who have operated charters that have all been rated "Acceptable" or higher for at least 2 of the last 3 most recent ratings may choose any 6 hours of training that is documented by a registered provider in fulfillment of its academic mission, responsibilities, and accountabilities under the law. Additionally such Members may elect to complete all six hour of training using self instructional materials provided by a registered provider. Returning Board Members who do not fit the above criteria must complete 6 hours of training only from any of the above modules (1-7) to be chosen and allocated based on self evaluation by the board chair or vice chair. Members may elect to complete no more than one hour of this training using self instructional materials.

Qualified Exceptions

There are some Board Members that qualify for exemptions to these standard rules.

Executives and Central Administrative Officers

Executive Officer- a person (or persons) directly responsible to the governing body of the charter holder for supervising one or more central administration officers, campus administration officers, and/or business managers.

Central Administration Officer - a person charged with the duties of, or acting as, a chief operating officer, director, or assistant director of a charter holder or charter school.

New Charter School Executives and Central Administrative Officers

30 hour training module required breakdown (in minutes)

All new charter school Executives and Central Administrative Officers are required to complete a total of 30 hours of training provided by a TEA registered trainer within their first year of service. Returning Executives and Central Administrative Officers, however, who have completed the 30 hour training requirement within their first year of service need to complete only fifteen hours of training in their second and subsequent years. The training is broken down into the following seven modules.

  • School Law - 240
  • School Finance - 240
  • Health and Safety - 120
  • Accountability (Public Funds) - 240
  • Accountability (Other) - 240
  • Open Meetings - 60
  • Public Records - 120

Plus 540 minutes of expanded or additional training in modules (1-7)

Total: 30 hours or 1800 minutes

Returning Charter School Executives and Central Administrative Officers

Returning charter school Executives and Central Administrative Officers who have operated charters that have all been rated “Acceptable” or higher for at least 2 of the last 3 most recent ratings may choose any 15 hours of training that is documented by a registered provider in fulfillment of its academic mission, responsibilities, and accountabilities under the law. Additionally such charter school Executives and Central Administrative Officers may elect to complete all fifteen hours of training using self instructional materials provided by a registered provider.

Returning charter school Executives and Central Administrative Officers who do not fit the above criteria must complete 15 hours of training only from any of the above modules (1-7) to be chosen and allocated assessed needs identified by TEA monitoring. Charter school Executives and Central Administrative Officers may elect to complete no more than three hours of this training using self instructional materials.

Qualified Exceptions

There are some charter school Executives and Central Administrative Officers that qualify for exemptions to these standard rules.

Campus Administrators

All new charter school Campus Administrators are required to complete a total of 10 hours of training provided by a TEA registered trainer within their first year of service. Returning Campus Administrators, however, who have completed the 10 hour training requirement within their first year of service need to complete only five hours of training in their second and subsequent years. The training is broken down into the following seven modules.

New Campus Administrators

Plus - 120 minutes of expanded or additional training in modules (1-7)

Total: 10 hours or 600 minutes

Returning Campus Administrators

Returning charter school Campus Administrators who have operated charters that have all been rated “Acceptable” or higher for at least 2 of the last 3 most recent ratings may choose any 5 hours of training that is documented by an registered provider in fulfillment of its academic mission, responsibilities, and accountabilities under the law. Additionally such Campus Administrators may elect to complete all five hours of training using self instructional materials provided by a registered provider.

Returning charter school Campus Administrators who do not fit the above criteria must complete 5 hours of training only from any of the above modules (1-7) to be chosen and allocated assessed needs identified by TEA monitoring. Campus Administrators may elect to complete no more than 30 minutes of this training using self instructional materials.

Qualified Exceptions

There are some Campus Administrators that qualify for exemptions to these standard rules.

Business Managers

Business Manager - a person (or persons) charged with managing the finances of a charter holder or charter school.

All new charter school Business Managers are required to complete a total of 30 hours of training provided by a TEA registered trainer within their first year of service. Returning Business Managers, however, who have completed the 30 hour training requirement within their first year of service need to complete only fifteen hours of training in their second and subsequent years. The training is broken down into the following seven modules.

New Business Managers

  • Public Records - 40

Plus - 600 minutes of expanded or additional training in modules (1-7)

Total: 30 hours or 1800 minutes

Returning Business Managers

15 hours of training in any of the above modules (1-7) to be chosen based on self evaluation of the Business Managers and/or TEA monitoring.

Qualified Exceptions

There are some Business Managers that qualify for exemptions to these standard rules.

Certified Classroom Teachers

Certified Classroom Teachers with a Standard Teaching Certificate (Certified 1999 or later) must complete 150 hours of Continuing Professional Education over five years for renewal of their Classroom Teaching Certification. Certified Classroom Teachers must also complete an online application for renewal within six months prior of certification expiration. Certified Classroom Teachers are responsible for maintaining their own records of hours completed. Certified Classroom Teachers with a Lifetime Certificate (Certified before 1999) are not required to complete any training hours or renew their certificate, although it is recommended.

Qualified Exemptions

Shared Services Cooperative Exemption

An officer of a charter holder and/or charter school who is a member of a shared services cooperative that is assigned to the specific duty and assigns the cooperative the requirement to complete training is exempt from a module. For example, if a charter holder and/or charter school choose to use a shared cooperative to provide the function of the Business Manager, then it would be the responsibility of the cooperative to fulfill the training hours necessary, not the charter holder and/or charter school. To ensure compliance, this requires each cooperative to make certain that all members and employees actually complete the training modules that would have been needed by the officer of the charter holder and/or charter school.

Governing Board of Directors

Full Exemption - If a member of a charter holder and/or charter school governing board is also a member of a board of any governmental entity or institute of higher education and recieves board training as part of thier service, then the person is exempt from any training requirements for charter holder and/or charter school governing boards.

Limited Exemption - All new charter holder and/or charter school Board Members who have operated charters or campuses that have all been rated "Acceptable" or higher for at least 2 of the last 3 most recent ratings need only to complete a total of 8 hours of board training provided by a TEA registered trainer within their first year of service. The training is broken down into the following five modules.

New Board Members with limited exemption

Training module required breakdown (in minutes)

  1. School Law - 60
  2. School Finance - 60
  3. Health and Safety - 30
  4. Accountability (Public Funds) - 90
  5. Accountability (Other), Open Meetings, Public Records - 120

Plus - 120 minutes of expanded or additional training in modules (1-5), and can consist of self-study.

Total: 8 hours or 480 minutes

Charter School Executives and Central Administrative Officers

Full Exemption - If a charter school Executive or Central Administrative Officer is the holder of a Standard Superintendent Certificate in good standing, or lifetime equivalent, issued by SBEC, then the person is exempt from any training requirements for charter holder and/or charter school Executives and Central Administrative Officers.

Limited Exemption - All new charter school Executives and Central Administrative Officers who have operated campuses that have all been rated "Acceptable" or higher for at least 2 of the last 3 most recent ratings need only to complete a total of 21 hours of training provided by a TEA registered trainer within their first year of service. The training is broken down into the following five modules.

New Charter School Executives and Central Administrative Officers with limited exemption

  2. School Finance - 210
  3. Health and Safety, Open Meetings, Public Records - 270
  4. Accountability (Public Funds) - 210
  5. Accountability (Other) - 240

Plus - 120 minutes of expanded or additional training in modules (1-5), and can consist of self-study.

Total: 21 hours or 1260 minutes

Charter School Campus Administrators

Full Exemption = If a charter school Campus Administrator is the holder of a Standard Principal Certificate in good standing, or lifetime equivalent, issued by SBEC, then they are exempt from any training requirements for charter holder and/or charter school Campus Administrators.

Business Managers

Full Exemption - If a charter school Business Manager is the holder of a credential in good standing issued by the Texas Association of School Business Officials from one or more of the following:

Registered Texas School Business Administrator
Certified Texas School Business Official
Certified Texas School Business Specialist
Certified Texas School Business Administrator

If so, he or she is exempt from any training requirements for charter holder and/or charter school Business Managers.

Limited Exemption - A Business Manager is exempt from a module of required training if he or she is a registered CPA with the Texas State Board of Public Accountancy and the subject matter of the module is covered by the Uniform CPA Examination.
