Quality Framework

A central focus of TCSA is the creation and implementation of a continuous improvement process for member schools. The Association hired the Institute for Public School Initiatives at the University of Texas System to bring rigorous research, best practices, and external experts to the table. To ensure the best experience and perspective, a representative committee was assembled to reflect our various elements of diversity across:

  • geography
  • student enrollment
  • mission type

The TCSA Quality Framework is the first in the nation built specifically for charter schools, by charter school leaders with the help of independent quality improvement experts. The 10 systems critical to a successful charter school are reviewed against evidence-based standards and are evaluated on a five-point scale. In total, the framework reviews more than 100 quality indicators, will include an online self-assessment as well as an interactive repository of best practices. Review teams of independent experts, TCSA staff, and peer school leaders will conduct site visits of member schools to provide opinion, advice, and recommendation. TCSA will work with members to prioritize improvement initiatives and implement the highest impact tools and resources available.

The Quality Pledge

Every TCSA member signs a pledge when they join to:

  • Adhere to the framework recommended by the member council and approved by the TCSA Board of Directors.  
  • Recognize the state accountability system must be improved but is the current standard by which all public schools are measured. 
  • Understand that accountability is crucial. Quantifiable, data-driven results must be achieved and supported at all levels of K-12 public education. 
  • Hold TCSA member schools responsible for their academic and operational success.
  • Voluntarily relinquish membership in TCSA should the school continue to be rated unacceptable by the state.
