Executives and Central Administrative Officers
Executive Officer – a person (or persons) directly responsible to the governing body of the charter holder for supervising one or more central administration officers, campus administration officers, and/or business managers.
Central Administration Officer – a person charged with the duties of, or acting as, a chief operating officer, director, or assistant director of a charter holder or charter school.
New Charter School Executives and Central Administrative Officers
30 hour training module required breakdown (in minutes)
All new charter school Executives and Central Administrative Officers are required to complete a total of 30 hours of training provided by a TEA registered trainer within their first year of service. Returning Executives and Central Administrative Officers, however, who have completed the 30 hour training requirement within their first year of service need to complete only fifteen hours of training in their second and subsequent years. The training is broken down into the following seven modules.
School Law – 240
School Finance – 240
Health and Safety – 120
Accountability (Public Funds) – 240
Accountability (Other) – 240
Open Meetings – 60
Public Records – 120
Plus 540 minutes of expanded or additional training in modules (1-7)
Total: 30 hours or 1800 minutes
Returning Charter School Executives and Central Administrative Officers
Returning charter school Executives and Central Administrative Officers who have operated charters that have all been rated “Acceptable” or higher for at least 2 of the last 3 most recent ratings may choose any 15 hours of training that is documented by a registered provider in fulfillment of its academic mission, responsibilities, and accountabilities under the law. Additionally such charter school Executives and Central Administrative Officers may elect to complete all fifteen hours of training using self instructional materials provided by a registered provider.
Returning charter school Executives and Central Administrative Officers who do not fit the above criteria must complete 15 hours of training only from any of the above modules (1-7) to be chosen and allocated assessed needs identified by TEA monitoring. Charter school Executives and Central Administrative Officers may elect to complete no more than three hours of this training using self instructional materials.
There are some charter school Executives and Central Administrative Officers that qualify for exemptions to these standard rules.
Twenty-five percent of hours earned in excess of the requirements may be carried over to meet the following year’s requirement. For example, if a charter school leader took an additional eight hours beyond the annual training hours required
